Please be advised that, at 12:00 PM PDT today, September 2, 2010, we were notified that effective immediately, Visa International has suspended our banking partner’s (St. Kitts Nevis Anguilla National Bank) ePassporte Visa program. The ePassporte e-Wallet program continues to be up and running, except funds cannot be transferred between your Visa Account and your e-Wallet. At this time ePassporte can no longer issue Visa Cards, and the ability for our Account Holders to make point of sale purchases and withdraw funds from ATMs has also been suspended.

At this time we do not know why this drastic action was taken by Visa. To us, it is unconscionable that such action would be taken without the opportunity for ePassporte to fully understand Visa’s reasons and to be able to take all steps necessary to keep our program running the way it has so successfully done for over 7 years. Those of you who are about to receive payments, change the method fast!
Those who have funds epass Virtual Visa account, the money currently are blocked can not be removed from the ATM and can not transfer into a bank account.

If they don't fix this, it will be the biggest scam of videochat industry ever! There are models that keep all their savings on there and who might lose everything.


Possible solutions:

I have tried such a transfer on a card issued by BRD now about half a year and besides I have been losing money and $ 50 transfer fee.

You can not transfer to bank transfer or credit card account unless your money is in the wallet ePassporte ePassporte (ePassporte Wallet).
So for those who forgot to set the money to go into automatic "wallet" this option does not exist.
Any amount that is in Visa virtual account can not be withdrawn and also there may be no deal between the "wallet" and virtual Visa account ....

Until Tuesday will not be solved anything.

Can not discuss in the weekend with the Visa, they are open Monday-Friday, but Monday is the holiday so i don't know just have a chat scheduled on Tuesday.

A personal opinion .. Dominican Rep. bank was notified in advance, and secure and ePassporte knew what would happen, but said nothing.

The girls have two variants: to change the bank to renew all cards or get a scam.

How things went, I expect the worst.

A similar problem had Payoneer and now some time ago but they have notified all Payoneer card holders that will change and must change their bank cards and everything went normally.

If this is a similar method of extending credit or something used with cards that extend credit, it may be an issue with the fact that it is based upon credit and debt.

Many credit card companies and lenders are being more cautious and making it harder for people to obtain credit accounts or to even lend money these days.

"The reason for this move from Visa is most likely because of the new rules enforced by Treasury Department's Financial Crimes Enforcement Network (FinCEN).

New rules has come in place regarding debit pre paid cards, gift cards and reloadable top up cards. The rules, which were mandated by the Credit CARD Act of 2009, require more data collection and reporting from businesses, and some experts say they could make prepaid card buying a challenge for some consumers.

Starting June 28, the public will have 30 days to comment on the rules, which require nonbank prepaid card providers to:

Quote:File suspicious activity reports (SARs) with the government on suspicious activity of more than $2,000. Suspicious Activities Reports are Treasury Department forms already required of banks, casinos, poker rooms, securities and futures firms and others in the money services business. More than 5.6 million have been filed since they were first mandated in 1996 (see chart). The proposed rule would add nonbank card providers to the ranks of those required to file forms with the government when their suspicions are aroused.
Collect customer information anytime a card is reloaded at someplace other than a bank.
Maintain transaction information.

The rule focuses on the following:

Basically this is another terrorists anti-money laundry mumbo jumbo, but for now Epassporte is going to stay closed unless they will be able to comply with the new regulatations that came into force just a bit more than 30 days ago.


Some issues were brought up and I basically narrowed it down to:

1) Statement from Mr Mallick said suspended not closed.

2) Money on Wallet can still be withdrawn but no by using the ePassporte Electron or Virtual card.

3) We are doing everything we can to get this solved.

4) It WILL get solved

5) Consider the wallet a kind of bank account and then you move money from there to cards to be able to use it, thats why this money is not affected.

6) We DO NOT have access to move your funds around when they are in your account/card they are so speculation about the funds being used for something else is totally unfounded

7) Personal note I am 100% convinced we will be back stronger than ever, I have talked to people I trust 100% in management and other people on the "floor" and from what I hear I have no doubts. It sucks I know I did not have time to withdraw myself I were called at 5am my time but I am confident that it will only be a short while and soon everything will be back to normal.

I simply can not catch up on all boards, IMs and email its impossible best thing to do is email me and I promise you will get an answer from me or someone else within 24 hours."

I reached out to both Mallick and Visa for further details and will update this blog if I hear from either.

This news caught my attention because I have recently encountered ePassporte accounts tied to several shady affiliate programs, such as those used to reward people who promote rogue anti-virus products and online pharmacy sites.

A number of adult Webmaster forums are buzzing with the news, but few seem to know more than what in the statement from ePassporte. However, the administrator of the online forum italkcash.com suggests that the move by Visa is in response to new anti-money laundering requirements mandated by the Credit Card Act of 2009, which affects prepaid cards and other payment card instruments that can be reloaded with funds at places other than financial institutions.

While ePassporte Mallick can be happy about these developments, the situation may provide a nice bump for his new movie: Mallick helped produce the Paramount film Middle Men, a movie released Aug. 6, 2010 that is based on his personal experiences in the porn Web site billing industry. SANTA MONICA, Calif.—In response to a call from AVN seeking further clarification on the sudden suspension by Visa of the ability by ePassport’s West Indies-based bank—St. Kitts-Nevis-Anguilla National Bank Ltd.—to process Visa transactions, ePassporte’s business account manager called to comment on the situation.

“The problem,” he said, “is not our bank. Our bank is perfectly fine. Everybody’s money is safe. The issue is literally with Visa. Visa functionality is the only thing that’s down, which means eCards and vCards. We are working to resolve the issue and we will have a resolution by next week, but at this point in time we don’t have any more information and we will contact everyone as soon as we do have any update at all.”

When asked about the increasing concern among some ePassporte clients that their money might remain inaccessible for some time to come, leading them to seek alternative means of delivery, he said, “I think the most important thing right now is for people to be patient until we have a solution. I wouldn’t move any [funds] at this point, because by the time you would receive a wire we’ll either have Visa functionality back up or we will have found another solution.

“The problem,” he added, “is that yesterday we were given about an hour’s notice of the situation, so there really wasn’t enough time for us to prepare any sort of documented statements other than the message that came from our CEO and owner, Christopher Mallick.

“There’s nothing to worry about," he stressed. "It’s an issue with Visa, not with our bank. All of our functions outside of Visa are working perfectly. If people’s funds are in their wallets, they can feel free to contact customer service and do a wire disbursement, but if they can wait, that would be my recommendation. I wouldn’t make any hasty decisions. But we’re not going anywhere; there’s nothing wrong with the business. This was an unforeseen issue, and we’re not exactly sure where it came from on Visa’s side.”

Before hanging up, he once again expressed his hope that calm would prevail over the long holiday weekend, after which the company expects that the situation will be quickly resolved.

“There really is nothing to be panicked about,” he said. “We just have to be patient and see what the solution is. All I can say is that if we had been given more notice, we obviously would have been better prepared and would have contacted all of our clients beforehand.”

In the meantime we have learned that several affiliate programs have sent letters to their affiliates notifying them that they are temporarily suspending the use of ePassporte until the Visa issues are resolved, and recommending that people log in to their accounts and change their payment options to either checks or wire transfers."

That's why I said is better to cooperate with more then 1 website, to not base only on one, because you don't know what can happen. As an extended conclusion I can advise everybody not to count on a single payment method either. For instance there are websites I work where I choose to receive the money by transfer, on others by pyoneer and another one sends me on alertpay, so I don't lose much on epassporte, but you can imagine there are models that work on a single website that send all the money by epassporte, all the earnings from 2 weeks or a full month and that's a lot to have blocked.

So, most likely either the St. Kitts did not notify E-Passporte, E-Passporte did not notify it's clients before closure while it tried to resolve the issue causing a 30 day quit notice or whatever was wrong with the program was so egregious that VISA felt to not close it immediately created a greater liability.

My understanding of E-Passporte's Virtual Visa solution was that they maintained one or more "deposit accounts" with St. Kitts where member's funds were deposited in a lump sum. E-Passporte maintained an group of applications and or systems that tracked the balance of each wallet. When funds were requested the application moved this to the funded column, debited the transfer from the lump sum account and pushed it to the funds availability account attached to the VISA Electron card issued.

There could be a myriad of problems here, especially since E-Passporte is the only program to be shut down. Most likely it has something to do with regulatory compliance (AML, KYC, et al) or a violation based what the accounts were being used to settle (i.e. online gaming, illegal activity).

This could impact the Bank as well. If the violation was bad enough, their entire VISA charter could, conceivably be pulled. As St. Kitts is also merchant acquiring bank who accepts high risk merchants who may now be out in the cold as well.

I talked with an webmaster about the damages. From a source I trust, it seems that webcams has $200,000 blocked in epass and another website has 9 million $ in there.

Read below and be careful. Why be careful? When one systems gets compromised and "outed" all the others are scrutinized closer. I would not feel secure at all in these types of transactions,no matter what type of virtual system is involved or used.

Visa, the international payment card group, has taken the unprecedented step of suspending the Visa transaction processing facilities of one of its prepaid debit card members, ePassporte.

ePassporte has two main consumer services, an internet payment facility and a physical Visa-branded debit card that can be used in ATMs and physical shops. The facility is used by a large number of people in the US, as well as around the world.

Businesses, meanwhile, use ePassporte as a low-cost method of accepting debit and credit card transactions via their online retail websites. Funds are typically wired to bank accounts anyhere in the world 15 days after the transaction is processed, or can be withdrawn from a Visa-branded ATM using a Visa Electron card supplied by the firm.

Visa isn't saying why the ePassporte Visa facility has been suspended, or for how long the suspension will last, but it effectively leaves customers unable to spend money online, or via ATMs/shops using the Visa-branded service.

Unconfirmed reports suggest that the suspension is due to security concerns, including card transactions that breach the Visa member bank processing rules, which Infosecurity notes prohibit gambling and money laundering where local country rules apply.

ePassporte is a member of Visa via St. Kitts Nevis Anguilla Bank and it seems that Visa has suspended the company's services via the bank with effect from late on Thursday evening UK time.

Reporting on the saga, security reporter Brian Krebs – of the Krebs on Security newswire – says that the news caught his attention because he "recently encountered ePassporte accounts tied to several shady affiliate programmes, such as those used to reward people who promote rogue anti-virus products and online pharmacy sites."

Krebs quotes the administrator of the online forum italkcash.com as suggesting that the move by Visa is in response to new anti-money laundering requirements mandated by the Credit Card Act of 2009, which affects prepaid cards and other payment card instruments that can be reloaded with funds at places other than financial institutions.

"Whilst the founder of the ePassporte service cannot be happy about these developments, the situation may provide a nice bump for his new movie: Mallick helped produce the Paramount film Middle Men, a movie released Aug. 6, 2010 that is based on his personal experiences in the porn website billing industry", he said.

The synopsis, he adds, from the film's Wikipedia entry seems oddly prescient:

'In 1995, straight-and-narrow businessman Jack Harris (Luke Wilson) who builds the first online billing company dealing exclusively with adult entertainment, finds himself in the middle of a whirlwind filled with starlets, con men, Russian mobsters, federal agents, and international terrorists. Caught between a porn star and the FBI, Harris learns that even becoming one of the wealthiest entrepreneurs of his generation may not be enough to keep him out of trouble.'

Whilst the effects of the ePassporte service suspension has clearly left tens of thousands of cardholders cash effective locked down, it also begs the question whether the same thing could happen to other Visa-branded prepaid card services.

Technically, Infosecurity notes, this could happen to any Visa-issuing member financial institution, but Visa would normally be expected to give notice of such a move.

Given the large number of international prepaid debit cards – branded by Visa and MasterCard –  it remains to be seen whether this is the start of a purge of prepaid card services that the card groups are less than happy with.



Seems Visa realized that what they were doing may be legal but was used for illegal purposes. So they simply stopped it. to protect themselves.

Point of view..... What some consider legal and not shady.... for ....those very same practices, actions, and beliefs are illegal and shady business. rolleyes.gif

Those kind of business are done since 7 years. They were really so blind all this time till the epassporte spread all over and had many members with huge $? Is it a coincidence that epassporte was blocked on 2nd Sept when everybody received money? I don't know that, but I think is not only epassporte's fault. There are some banks that failed, so maybe visa tried to pull some money of this too.. just saying.

Of course none of these methods is 100% guaranteed, some thought that epassporte was, and they were wrong. The most secure is by bank transfer, even if the taxes are higher, and the most secure are those already in your own hand smile.gif Obviously for the models who will use payoneer it's advisable to get the money from it as soon as they come.
